Stephen is personally involved in technical studies in the areas of needs assessment, operational and architectural programming, design review, program management, and policy evaluation, among others. He is often engaged by governmental agencies to develop analytically based studies and build consensus for a variety of project types ranging from courthouses to correctional institutions to law enforcement installations. His comprehensive experience in all sectors of the justice system assists clients in realizing the functional linkages between the various components.

What's your favorite CGL project you've worked on?

I remember the first project vividly – Comprehensive Fire Stations Plan for Edgefield County, South Carolina – and, of course, the current project – New Jersey Women’s’ Correctional Center. But over the nearly 50 years with CGL, the project that has had the greatest influence within the correctional community and impact on me was the decade long involvement with the Los Colinas Detention and Rehabilitation Facility in San Diego.

What's your favorite CGL project you've worked on?

Our core values reflect the soul of CGL. If I choose only one, it would be “Do the Right Thing” because that implies and requires the other four core values.

What's your favorite CGL project you've worked on?

I’ll keep this in the context of my professional life. My one superpower would be to be able to diplomatically destroy the silos that criminal justice agencies feel obligated to build. The answers to injustice and incorrect justice would be some much easier to resolve if the “system” in criminal justice system existed on a common ground.
